Steve Campbell
Major (Retired) Providence, RI Police Department
Stephen Campbell began his law enforcement career with the Providence, Rhode Island Police Department (with 500 sworn officers) in 1982 and retired at the rank of Major, Chief of Detectives in 2008. During his 26 years, he worked in numerous bureaus within the department including the Detective bureau, and developed and commanded the Domestic Violence Unit. He has investigated over 100 homicides and numerous suicides, accidental and natural deaths.
As the Chief of Detectives he had oversight of all Major Crimes, Narcotics Bureau & Organized Crime, Crime Scene Investigation & Evidence Collection, and Youth Services.
He has been an instructor since 2008 and has conducted law enforcement training seminars in 34 states. He is a graduate of the Senior Management Institute of Policing at the Police Executive Research Forum (PERF) at Boston University. He attended the Williams Homicide School, New York State Police. He holds a Bachelor of Science Degree in Administration of Justice from Roger Williams University, Bristol, RI and a Master of Science Degree in Administration of Justice from Salve Regina University, Newport, RI.
Dr. P. Michael Murphy, F-ABMDI
Dr. P. Michael Murphy serves as President and CEO of M Power USA, an international management consulting firm providing management and leadership guidance to public and private agencies. Dr. Murphy brings 40 plus years of law enforcement and public service experience to the position serving in a multitude of roles giving him a unique perspective beginning with boots on the ground of Chief of Police.
Dr. Murphy most recently served as Director of Special Services for The National Center for Missing and Exploited Children in Alexandria, Virginia where he was responsible for the Long Term Missing and Unidentified, Forensic Services, Image Enhancement/Age Progression Units. Dr. Murphy is a graduate of the FBI National Academy and has a doctoral degree in Business Administration with California Pacific University. He is also Fellow with the American Board of Medicolegal Investigators.
Dr. Murphy recently received the 2018 International Homicide Investigators Association Lifetime Achievement Award, as well as, the Award for Excellence for his contributions to IHIA education and training programs. Dr. Murphy has served as President of the International Association of Coroner & Medical Examiners (IACME), President of the Nevada Chapter of the FBI National Academy (FBINA), President of the Nevada Sheriff’s and Chief’s Association, Chairman of the State of Nevada Peace Officer’s Standards and Training Commission (POST), as well as, Advisory Board Member of the Violent Criminal Apprehension Program (ViCAP). He continues to serve on numerous committees at the federal, state and local levels, including, but not limited to the recently created “The Wounded Blue Project”.
Clay Peeler
Detective (Retired), St. Louis County Police Dept.
Detective Peeler retired after 36 years in law enforcement, to include state and local agencies; 24 with St. Louis County Police Department. His positions included supervisory levels, tactical units, fugitive and warrants, field training instructor since 1987 (patrol and crime scene) and crime scene investigation for 20 years. He earned a Bachelor of Science from Southeast Missouri University.
He is a board certified Senior Crime Scene Analyst with highly specialized backgrounds in death investigation, blood spatter interpretation, shooting reconstruction, accident reconstruction, arson and explosions, clandestine gravesites, pattern injuries, scene reconstruction, and event sequencing. He is a recognized expert witness in crime scene investigation. He has instructorships in numerous disciplines since 1985, but has specialized in basic and advanced Crime Scene Investigation since 1999 at area training facilities and police academies. In addition to managing investigation scenes for St. Louis County and area police departments, task forces, Greater St. Louis Area Major Case Squad, and officer involved shooting teams; he has worked closely with both St. Louis County and St. Louis City Medical Examiners’ office forensic pathologists for autopsy documentation.
After retiring, he opened CP Crime Scene Consulting and Seminars to provide training in numerous law enforcement areas. During the COVID pandemic Det. Peeler was asked to return to the St. Louis County Police Department Office of Emergency Management to facilitate fatality management. Det. Peeler retired from the St. Louis County Police Department again in January 2021.
